I worked for a period of time for a developer. We bought a tunnel wash, with an attached 3 bay lube shop, we were getting $4K month in rent. FYI, the Lube business is a dying business, so you might want to think about doing something else with that space.
Can it be done? Yes, but the system would need to be sized right and the storage sized right. While you lose some water to evaporation and vehicle carry off, you still need to be able to store ALL water used in the wash on site if you have a zero discharge system.
