Presence----A new APP for a security camera

I found a new app called Presence--Free of course. The creator wanted a use for disconnected cellphones.
If you have WIFI the cellphone camera app works. You could probably get many broken screened phones with working cameras, real cheap.
The app has motion recording and will send the file to your email. An easy way to put a camera temporary or permanent
where it is of value.

Do you still have to have a data plan on the phone that's being used as a camera?

No- just wifi- a data plan would be a deal breaker with a camera running. My daughter found an old phone with wifi, and uses it to an ipad with wifi only to watch the baby from the next room. Most likely it will need to be plugged into the wall as the power demand with a camera is fairly high and the phones batteries are older.
